When Will Monti Encrust Glue?

I bought a green branching montipora about a month and a half ago, getting it off the frag plug I broke it into three pieces which I glued next to each other on a rock, hoping they would eventually fuse together. I have gotten decent growth on the tips of all the frags, but they have not begun to encrust. The large piece is glued in kind of wobbly, it isn't going any where, but when bumped it wiggles, a bit, could this have something to do with why the larger piece isn't encrusting? Since I was getting fair growth on the tips, I didn't want to mess with it and try to re glue it, but this doesn't account for the lack of encrusting on the other, securely glued frags. Is there another reason my monti isn't encrusting, is it the wobbliness on the one frag, or will it take more time?
 
i would guess the light would be a little low. My corals usually encrust first before growing in the top. However every coral is different.
 
If it is like my green branching monti. It doesn't really incrusted but it will grow like a birds nest and it is dense enough to hide what ever is under it.
