Where should the bubbles stop in the tube going up to the collection cup? At the rim so bubbles flow over? 3/4 of the way up so only large bubbles flow up and over? 1/2 way up?

What skimmer? New skimmer? It also depends if you want to skim wet or dry. Start at the bottom of the collection cup, and adjust to your liking from there.

Feeding and break in "ie slimming up" can affect skimmer. If you adjust too high to begin with it will overflow. Start lower in the neck, about half way up and make slight adjustments. Just be sue to wait long enough between adjustments to see what the changes really will be. And as stated, keep the neck clean, it will work better.
