where to buy a pair of perc/onyx

I am interested in buying a pair of true perculas or black onyx clowns for my tank. what is everyone's input on the best place to buy quality livestock from where i am can be sure that i have a true paid that will mate?

Buying a "true pair" is a waste of money. There are no guarantees that they will breed, even if they were spawning regularly before you bought them.

A waste of money ? Maybe for you . There is NO that guaranty that ANY clown will spawn . You have a better chance of finding a mating pair of perculas than Onyx Perculas . A pair that has spawned can take months to start spawning again when shipped or even changing something in the tank . I would get some juveniles and let them pair off and put them in their own tank and let them grow to adults , unless you want mated pairs now .

I like the idea of getting juveniles and letting them pair off, the only question is have is how i know if im getting a boy and a girl? i dont know a lot about clown fish mating...is this a type of fish that will change sex to make a breeding pair?

The first thing you should do since you seem interested in clowns , is to get the book "Clownfishes" by Joyce Wilkerson . I could go on for pages about clowns . Clowns are hermaphidites and the dominant one turns female .
