Where to move to if wanting to set up a reef tank

Where's the best place in the USA to live if I want to own a reef tank? I wanted to build a big reef tank that's outdoors but inside a greenhouse like this guy:

But I'm wondering what's the best climate to live in where there's not too much of a cost to heat, and more importantly, cool the temperature to a stable 78 degrees or so.

Basically, I want to save as much as possible in terms of maintenance costs. Can you guys let me know where you guys live and the cost of maintenance approximately if you can calculate it? I'd like to know what the percentage of maintenance cost for say salt, food, minerals, etc, various electricity usages etc. For example:
cost to heat: 10%
cost to cool: 40%
cost to feed: 5%
cost to keep salinity: 2%
etc. etc.

And the total cost per month and gallons you guys have. I just wanted a rough estimate of how much my monthly bill is going to be so I get a good idea and whether or not to move to an area where the weather is more temperate so that the cost of temperature maintenance can be reduced. And also whether it's even worth it to move if the cost of stabilizing temp is not even that big of a deal compared to the overall maintenance costs.

I'm wanting to build a coral reef farm and propagate many species for profit so that's why it's important for me to know the numbers to see if they make sense first. I've owned a reef tank 20 years ago when I was young but didn't have enough money to make it into a big thing. But I wanted to just play around with this stuff one more time, but this time make it into something huge like what Tidal Gardens has done.
