I'm not saying it definitely isn't, but it doesn't look like brook to me. Are there white dots on the fish's head or is it just the picture?

The growth on the tail look pretty squarely like lymphocystis to me. The growth on the other fin could be too, but it looks different to me, not as white and lumpy as I expect lympho to be. Is it fuzzy in appearance, smooth and mucoid, or more like cauliflower?

There isn't any white dots on the fish's head.
It's more like a cauliflower.
 
There's plenty of information about it online that you can read, but basically lymphocystis is a fairly common viral disease that generally resolves on its own. Whitish cauliflower like growths pop up, often they start on the fins, sometimes they get fairly large, sometimes they spread, but in my experience, they usually go away in a few weeks to a couple months. There isn't any real treatment that I'm aware of, just keep water quality high and feed well. It is a contagious disease, but in my experience healthy fish are not very susceptible.

Definitely keep an eye out for more serious symptoms, but it looks like lymphocystis to me.
