It doesnt matter, just as long as its strong enough to stir up the salt thats settled at the bottom of your container should be good.
I mix my salt in 5 gal buckets so I just use a small penguin powerhead (170gph).

If there's one thing I've learned from the earthquakes, its to have a lot of water made up. I always have atleast 30 gals of salt water made up and 30 gals of RO\DI. I keep the MJ running all the time in the makeup drum.
A larger pump would mix faster but its going to raise the temp of the water a lot more so you need to keep an eye on that. That could be a good thing during the winter. I had to float some ice last night just to bring the temp close to range.
