white ring around the eye

Hello,

I'm watching a tank for a friend, and his royal gamma looks like this. Eye looks like it's bulging. Pop eye?

What is it and what should I do.

It's tough to tell from the side but it looks like it could be pop eye...at least the begining of it. Is this a new fish? Do some research but I believe pop eye is typically bacterial in nature, if it's getting worse you might consider pulling it and medicating. It could be that the fish injured itself. I have seen it take care of itself many times.
