White slime on my live rock

I noticed it 3 weeks ago. I think it is bacteria. I started dosing Dr Tim's Waste-Away 2 weeks ago. I also remove it by scrubbing and siphoning it out. It does not go away.

I just put a power head in one of sump's compartment where water does not move much. I run protein skimmer, GFO and carbon 24/7. I do not overfeed fish. I do not use air fresheners in the house.

What else can I do to get rid of it?

Anybody?

I noticed that I have low water flow between the sump and the tank. 145 gallon tank 30 gallon sump. Flow is about 200-300 gallon per hour. What should be?
