If the bubbles are too small/fine they will stick to your fish - freaks me out everytime when it does happen. I think all the fish in the tank all of a sudden have ich.
Saying they aren't bad isn't neccessarily true. The bubbles can irritate corals. Also, if you have say a monti cap those bubbles will collect under it. Eventually those little bubbles will become a big bubble. So essentially you have this air pocket against this piece of coral. Also you can get air pockets under your rock. I definetly wouldn't want that in my tank.
IMO they are not harmful. I have yet to come across anything with significant evidence that they cause harm. Many don't like the way they look. While they can collect under rocks or corals or what have you that to me would be more of a flow issue rather than a bubble issue.
