Why are these LED Bars so cheap?

I'm looking at http://www.virtualvillage.com/2-x-1....html?utm_source=googlebase&utm_medium=shcomp. I have a regular 90 with a 500 watt MH fixture. The MH fixture doesn't have any T5 supplementation, so I was thinking of getting a pair of the bar sets in the picture(for a total of 4 bars) and just tying them perpendicularly onto the fixture. With a photoperiod of 10-12 hours for the bars and 6 hours for the MH. Can anyone tell me why this is a stupid idea, or why I wouldn't get the colors/water penetration I want? Just seems too easy and cheap...
 
those don't look like 'aquarium' bar lights, per se. and at $18.99, that's less than $2/LED.
Equivalent blue light bars from good manufacturers cost a bit more.

I'd be wary, IMHO
