Why is it called a 40 breeder?

These tanks were originally built for the FW industry as grow out tanks for baby fish. They were not sold as display tanks. There are also 30 breeders and 50 breeders, but the 40's were the most common.

At one point, I had over 30 of them when I was breeding discus and dwarf cichlids..

Can...not...resist....If you stick two 40 breeders in a closet for a month, when you come back and find the 40's and a dozen 20 longs.
 
I think they are lower (not as tall as standard tank)?

True of all the "breeder" tanks. This is to allow greater surface area compared to the volume of water. Thus allowing greater oxygenation of the water and therefore, the ability to hold more fish.
 
This is how there usually classified around here.

breeder = shallow and wide
show = tall and narrow
standard = in between the two

The 60 breeder I had at one time was just about perfect. Not too big, not too small.
