Will Puffer Survive?

If the puffer did not ingest much air when it puffed, then it should be ok. If it ingested enough air, it'll have buoyancy issues, and it'll be pretty obvious (like he can't stay on the bottom of the tank). In that case, you'll have to massage him to get the air bubble out of his stomach.
It's common for puffers to wedge themselves between rocks and sit there for a couple of days after they go into a new environment. Give it a few days and it should come out and swim around.

He's just peeved. You would be too if someone snatched you out of your home, stuffed you in a bag and then dumped you into a new home. He'll come around

Nah, that happens to me all the time. they give me lots of drugs and let me go home after I calm down.
