wiring pony ballast to endcaps & cord?

Anyone know how to wire a Nanotuners 2x18w Pony ballast(NPY-120-226CFL) to the straight-pin endcaps and the power cord?

There are (2) yellow wires, (2) brown (2) blue and (2) red for the end caps and a black and white for the power cord. The thing is the power cord has a blue, brown, and green/yellow
