Dwarf Seahorses

I want to upgrade my ghetto, little 5.5 gallon AGA tank to a ten gallon for my dwarf seahorses. The problem with dwarf seahorses is that they need ridiculously gentle flow so that makes it hard to design a tank with an overflow and sump. So I thought of this:
Order a custom 10 gallon acrylic tank with external overflow. Make the overflow seahorse safe by making the teeth extremely small and put a mesh netting in front and behind the teeth. Make the hose/PVC from the overflow completely submerged in the sump. Use the maxijet mini pump for the return so after the head pressure they'll just be a trickle back into the display.
My thinking is that because the hose/PVC from the overflow box will be submerged, the overflow box will only suck in as much water as the return pump will push back. Of course though the water line must be above the overflow teeth at all times.
