Would this work for a surge device?

I think you need more info. Materials. Wetted parts. Operating pressure differential. 10 PSI btw is quite a bit. That appears to be what it takes to overcome the sealing force.

I've found other ones that are all plastic (I think this one is too) and require 5 psi. If I calculated correctly, 5 psi would require about 19" of water above the valve, but I suppose 24" would be safer. That isn't too bad I guess. Also, since the water will be moving, won't it create more force? I don't feel like calculating it, but my guess would be that 16" would be enough. Other than all the details, would this work?

*edit* all references of inches should be changed to feet, lol. That's a big difference. Unless I'm calculating something wrong, I guess I don't see this working very well. Is there any way to make this valve work, because it's pretty cheap.
