I think the only wrasse that should be put in one is the banded possum wrasse. They are small, and less active. Fairys and sixlines are all active swimmers and have the potential of growing to a size unsuitable for a 25 gallon.
i think, as has been said, the banded possum is the only appropriate one.
wrasses are very active, and can be very aggressive, even the fairies. likely it would jump out of a 25 from stress.
i'd strongly advise against putting any "normal" wrasse in a 25. i have a fairy in a 36x18x22, and he's all over the tank all day, i almost feel like that's even too small for him (why i'm upgrading! )
