Yellow tang scraping but looks velvety

Hey guys I have this beautifu new yellow tang and I want her to be happy. I just got her and she is scraping pretty frequently but no spots on her fins really look like ich. All I can notice on her is towards her tail the skin seems puffy and white wih a slight velvety appearance. I'm wondering if I should treat this as Ich or go bacterial. Any input? It's so hard to get a pic of this as it can really be seen w the naked eye
 
Is the fish in a QT? If not, and this is a parasite like ich, all fish will need to be treated and the DT left fishless for 10-12 weeks.

The "velvety" appearance could be be velvet; a much quicker and deadlier parasite than ich. Velvet can be hard to diagnose, I think its easier with a head-on view. The skin has a sheen, or velvety appearance and there may, or may not, be spots. Fish with velvet do not act anywhere near "normal". Copper will cure both ich & velvet; with velvet you have no time to waste....and all fish need to be treated in a QT.
 
Hmm this can only be really seen from a tangental angle, when fish is almost swimming away. It looks like hair (peach fuzz) like on a person's arms, with some small white clumps on the end of some hairs.
 
Well it's been a couple days since this startred and its gotten worse. I immediately startred treating w triple sulfa and a minor dose of copper.(no coral). It's now seems the yellow is starting to fade around the gills and on some fins. The white spots near the tail i first spoke of I tried to capture w a pic. The first tang I got a few months ago had the same symptoms and died, from a diff LFS. (I suspect whatever this was came from that fish and stayed In the water). The other clowns and chromis I have only have minor mouth fungus on some but live ok w it. Any suggestions?
