Some sort of algae? Hard to tell from the pic. Pluck some off the rock.

looks like something I had on a piece of lr I got from someone... it didn't seem harmful but I scraped it off anyway in case it started to grow like a weed

As long as it wouldn't be harmful like trying to rip off an aiptasia, I'll just scrape it off. Feels kinda soft like a sponge or felt.

very hard to see well, but might it be something that "was" alive and now is just a "dried remnant" left attached to your rock?

Dunno, I didn't notice it before. Maybe I just over looked it.
Looks kinda similar to these little dark colored nubs.
