Zoa or Paly?

Hey guys not looking for I'D on what type it is. Just want to know if it's a zoa cause I'm gonna start a small zoa garden and would like to add this frag. Sorry for the crappy cell phone pic.

I wad going to guess Zoanthids. Can you tell if the polyps have substrate/rubble on the stalks (not sure correct term). Palythoas will usually have substrate they collect while Zoanthids do not.
