I have noticed that the 1/8" round rubber bumper pads on the (4) corners of the stream magnet holders have either partially or all the way come off. Is this detrimental to the tank glass &/or magnets?
Those pads just increase the holding force and to some extent dampen noise, they are not necessary. They can fall off and generally they work best if the holder is not moved as they grab onto the glass really strongly and will pull off if you move the holder.
