15g sps with t-5's?

i plan on setting up my last nano, its a 15g (24x12x12) i plan on using a 24" 56w 4 tube 2 10000k daylight/2 03 actinic t-5 fixture, is this enough to keep some beginner sps corals? aslo would you guys suggest a skimmer, or can i get by with w/c's? im new to the whole sps thing. also would it be best to go BB or a very thin layer of sand?

here you go its a tank just like the one you are setting up. no skimmer and only using t8. Talk about good husbandry
