ccritters.com has short-faced pipefish.
Is this tank currently set up? If so, what else is in the tank?
Assuming there are no compatibility concerns, here are a few:
A male/female pair of blue striped pipefish would probably do alright in a 20 gallon.
Syngnathis scovelli would do fine as well.
Blue stripe pipefish are nice and small and readily spawn. They will do nicely in that tank as well as most pipefish as long as you can feed them a couple of times a day. They won't find nearly enough food in there by themselves.
I hatch baby brine shrimp every day.
I find the bluestripes very easy but not the banded pipefish for such a small tank
