35g breeder, 14x3w DIY LED causes pale corals?

Hi,
I have 35g custom breeder. livestock: 4 small fish+ 3 shrimps

2 months ago I switched from 3x 39w T5 to DIY LED 42w ( 2x white, 12x royal blue 3w leds) hoping that LPS will inflate more with less light.

LEDS are 5 inches from water surface. Water collumn is 13 inches tall.

Euphyllia paraancora- brown with green tips for example is not inflated fully, has decent fluorescence on tips but very pale brown stalks. placed right in middle of tank on sandbed.

Originally all green digi monti has pale skin but polyps remain green.
Brown digi monti has light brown skin with brown polyps.
Red monti capricornis wich encrusted nicely and grows for a month under LED turned really pale pink last 2-3 weeks.

All montis are placed on rockwork approximately in middle of water collumn.

So question is: Can 42w LED over 35G breeder have power to turn pale even higher light corals, or is there some other thing that I'm missing?

other corals in tank -some zoas and palys, ricordea, seriatorpora caliendrum, 2 types of caulastrea ( not inflated much)
duncanopsomnia and acanthastrea placed in corner. GSP placed in other corner.
