4 Best fish for a 23 gallon Rectangle?

Clown gobies are nice
Neon gobies, maybe
There are several teeny shrimp gobies who could be paired with a candy-stripe pistol
Masked gobies are cute, but you'd need more than one
Maybe try eviota gobies?
Tiny gobies, basically.
A single firefish could be good, they aren't overly active.
 
A yellow watchman may be a bit cramped. Scape carefully to make sure there's plenty of space.
Have you considered another species of shrimpgoby instead? No matter how small it is when you get it, a watchman goby can get over 3" long, but there are shrimpgoby species that stay under 2" and will pair with a shrimp just as well. Wheeler's shrimpgobies come to mind, as do yasha haze gobies.
 
Citrinus Goby. It's a percher and does not get too big.
Pajama Cardinal (small one). Does not swim a lot.

Royal Gramma

Between these, you got a lot of color and personality.
