I'm looking at a 400W dual on ebay for about $50, but my question is if I do this will it burn the coral. I plan on placing the lights about 12-16" above the tank. Its just the stand 21" tall 75 gallon.
You should get the 1,000 watt lights instead, about 2,000 watts over a 75 gallon should be fine!! (sarcasm)
Over a 75 gal you could even have 2x150 watts, pay more attention to the light spectrum than the wattage and also what corals you are keeping. there are a lot of people who insist on recommending ridiculous amounts of light without even knowing the livestock or anything else. i would be more concerned with the quality of the water
