I'm looking at a 400W dual on ebay for about $50, but my question is if I do this will it burn the coral. I plan on placing the lights about 12-16" above the tank. Its just the stand 21" tall 75 gallon.

alot more than 400w can put out. You should be fine.You should get the 1,000 watt lights instead, about 2,000 watts over a 75 gallon should be fine!! (sarcasm)
Over a 75 gal you could even have 2x150 watts, pay more attention to the light spectrum than the wattage and also what corals you are keeping. there are a lot of people who insist on recommending ridiculous amounts of light without even knowing the livestock or anything else. i would be more concerned with the quality of the water
