How far from the water surface do you have your 400w mh bulb? At what depth are your corals? Im experimenting with a 400 watt system(new 15kk phoenix bulb) I picked up over the years to see if my 150w's are insuffecient.
I have mine at 12" above water. Softies like the lights and seem to do good on top while my harder corals (hammers, frogspawns, scoly etc) seem to do good on the bottom. My tank is a 125g and I have two 400w Radiums
400 watts on a tank 21 inches tall, must be like a easy bake oven in there. Do you have a problem keeping your tank cool. 250's would be more than enough for that tank. You might even sneak by with a 150.

I have two 400w Ushio 14k's supplemented with four URI VHO's. The MH bulbs are 16" from the water and the VHO's are about 7". My tank is 31" deep. Corals from top to bottom and I'm still moving them around after 6 months. Most are good where they are but as others grow I'll break off a piece and move it somewhere else in the tank getting more or less light and flow. It's a constant learning process plus I was battling a long time phosphate issue that's finally under control. The phosphate issue was a big deal with colors and growth but now that everything is stable the corals are looking much better.
6 X 400 watt over 60 x 48 x 24 inch deep tank with lights about 12 inches above the water. Here are some images of corals on the bottom of the tank. Plenty of light throughout the WC.
Using (5) 400 MH over a 10' tank 120x36x30 500gal. Lights are 12" above the water. I also have many sps, lps and chalices growing on the floor. Corals love light.
