i am upgrading tanks,i plan on using my rock,sand filter from 1 tank to the other, i should'nt see a cycle in the tank?

How much sand? If its a deep sand bed you will see another cycle as you will be disturbing the stratification and bacteria layers ie, aerobic, facultative and anaerobic layers.

Keep an eye on the levels and have some water change water on hand.

I think that it is the anaerobic bacteria in the deep parts of the sand that get rid of the nitrates. Oxygen is highly lethal to this bacteria, so when you disturb the sand bed, the bacteria will come into contact with oxygen and die. So yes, you probably will notice a cycle, but less severe of a cycle than when you first set up the tank.
