55 gallon frag tank help

I am thinking of starting a zoo frag tank. I have a 55 gallon. Can I use a HOB filter or do I must have a WD/ Berlin.? Is sand necessary.? What type of lighting gives quickest growth? I have an Orbit Extreme with 2 130 Watt bulbs available to me. Or should I go MH? If yes which one? Temp?, Additives?

Any tips you all can give.
