6 gal too small?

I built a 6g tank to fit a space on a shelf that I'm using as my aiptasia farm for feeding bergia nudibracts, but, I don't foresee raising the bergia for too much longer and would love to turn this into a clown tank. Is this too small to keep a pair of skunks or ocellaris? I would not keep an anemone and these would be the only fish in the tank. Currently, the tank is not drilled and I just maintain it with water changes, however, if I go with clowns, I will drill it first and plumb it to the sump of my 37g so it will benefit from the larger system and its skimmer. Is this do-able, or, should I just forget clownfish for this tank?
 
For a single clown you'd be fine, but 2 would be a bit cramped.

If possible I'd try to do a 15-20g for 2 would make maintaining the water quality a bit easier and allow them room to grow. You'd also be able to do a clown goby or yellow watchman or pearly jawfish with the larger tank.

Is it worth it to drill the 6g?

Maybe I'll just consider a single instead of a pair. I do think drilling the tank would be an improvement because then it will share the 20l sump on the 37g which will help maintain water parameters including the water top-off, skimming, and media reactors. The 6gal as it is has no filtration other than a 6lb rock and two tiny powerheads. I top it off manually 2 or 3 times a day, but even so, it evaporates enough to cause problems with inverts, so, I know the added stability of the larger system would be an improvement.
