6105 doing strange things

i have my 6105 set up to a aquasurf and it's supposed to cycle 30%/100% it seems to be cycling 0% to 100%. When I unplug it from the aquasurf it doesn't just turn on like my old 6100. Is this normal?

It should run at full power when the controller cable is disconnected at the pump. Make sure the potentiometer knob at the junction box is at 100%.
