Hello,
I have a red sea max 250 and I wanted fish that are colorful, the tank has been up for 4 months and is established. There is also NO fish in it currently. Will 3 Bartletts Anthias, one yellow watchman goby, and one powder brown tang be okay in the tank?

No. A Red Sea Max 250 is too small for a powder brown tang. And at 4 months and fishless, it's not established yet.
