I saw this pump adaptor on website, its use is unclear to me. Can this unit be used to run a 6060 with a 7095 controller? does it just allow on/off function?

Nope, it only lets you connect a 2002 or 4002 to the 7091 or 7095 and should never be used on any other pump.
