7096 night mode not working

I have 2 6105 powerheads in slots 1 & 3 on a 7096 controller (pulse mode). I test the light sensor by putting light on it to dark and pumps always stay same. They never drop to 30% like I have power 1 set to. night mode is checked of course. Are slots 1 & 3 able to enter night mode together?

As a test I would turn on the moonlight feature and see if the moonlight comes on when the photocell is in darkness. I would also look for any rust inside the photocell, especially if it sat in water at some point. It is a separate, replaceable part.
 
Does it keep pulsing at night or does it lock in at the speed the other power is set too? If it stops pulsing, you may just need to reverse the speed settings.
 
I have them set to pulse mode random from 30% to 100%. But I don't see any pulsing. It's more like 1 speed all the time.
 
Even during the day they don't pulse? What should happen is in day mode the pumps pulse, in night mode they stay at one speed. I would check this by feel more so than sight.

I see three possibilities.

1) If it pulses during the day, and sets to one speed at night and the speed is just the higher then the speeds need to be reversed.

2) The pump is not responding to the controller at all, the most likely cause is the cable is bad or not fully inserted.

3) If nightmode is on all the time during the day, this would be shown by the moonlight running when the lights are on if moonlight is turned on. The photocell may just be upside down, there is a side with the photovoltaic grid and one with the wiring running underneath, the photovoltaic grid must face toward the light.
