I have a 4 ft 20 in deep tank. There will not be sps and I would like to keep it under $500. WiFi isn't needed but I would like to at least have some programmability. I would also like to have some corals on the sandbed. I have researched for weeks and seem to be going in circles, thanks for the help!

Just how much 'programmability' do you want? Is 2 channel with built-in timers enough? Or do you want control of each color of led as a separate channel? There really isn't any middle ground.
I think OceanRevive, Reef Breeders and Galaxy Hydro all make fixtures that are 2 channel with built-in timers. I think Galaxy even makes a 32" version, but I'm not sure.
At the high end of control (as close to the high end of your budget as there is) there are Reef Breeders Photon V2 in 32" ($500) or 48" ($585) and either should work.
I think you'll find other brands are either more expensive (AI, Eco Tech...) or are too low powered (Current Orbit, Marineland...).
