9002 Skimmer question/problem?

I bought a used 9002. My problem is when I start the skimmer, I half to blow in the air line to get it started. I ordered the new outlet pipe(9002-400) hoping that may solve the problem. Does anyone have any ideas if that is it or could it be something else?

It is either the nozzle or the elbow/airline is obstructed by salt crust or calcium deposits. Check the elbow in particular, if it is obstructed, soak it over night in 50/50 vinegar and warm water, be very careful, if you break it, I am out of spares for 3 weeks.
