I have had this for a little over a week, has not really done a lot of skimming, and every time i feed it takes a few hours for it to start "skimming" again. Not sure what the deal is hear?

If the food is very oily this could be normal but I would suspect the following:

The skimmer may need a bit more time to break in.

It is generally a good idea on the 60Hz models to run them with the water level about 1/4" below the marked line and increase the airflow slightly. The 60Hz pump has a higher flow rate and some compensation for this is required.
