High, i have 40 watts on my ten gallon, and am looking into getting some mushrooms, i have also heard that actinic lighting is required for all corals. is this true?

Not at all. Depending on what spectrum of bulbs you choose for your lighting you may want to add some actinics just for looks. If you use just 6500k bulbs the corals will grow just fine, but the tank will seem to have a yellow tint.

It seems mushrooms will survive on minimal lighting. Actinics are used for color.
