adding live sand to new tank

I finally finished all the plumbing, purchased needed equip etc for my tank and will be filling it this weekend. I have some live sand/rock in a 10 gal QT and want to seed the new tank. Since the new tank has approx 75 to 90lbs of Marco dry rock, (which was lightly rinsed), can I just add the live sand and rock to the new tank? Will the amonia spikes etc kill off the live rock/sand/critters?

Second question: I have my phosban reactor drawing from the main tank and emptying into my sump, (which I want based on my particular circumstances). In the event of a power failure would a siphon effect take place, (in other words should I place the maxijett for the reactor at a high position so that I don't overflow my sump when the power shuts off?).

Add a portion of the live sand to start kicking off the cycle and save some to add after the cycle is complete ;) Same with the LR.
 
Yes a siphon would take place, you must drill a small hole just below the water line which would break the siphon.
