Im not going to be using the sump pump as a tank flow pump so I only need it to cycle about 3 or 4 times an hour so I dont need very high flow through the baffles.

The sump pump is the only way you get any "flow." The power heads create circulation or vertical mixing. That does not add to the "flow." Power heads are adjunctive, not complimentary or supplementary. One of the larger misconceptions in the hobby today. If you do not have inflow, you are pushing around garbage water. It makes no sense at all.
