I am in the process of setting up a 90 gallon fowlr tank. 30 gallon sump with skimmer and refugium. How is this fish list?

1x Valentini Puffer
1x Ocellaris Clown
1x Cherub Angel
1x Flametail blenny
1x Falco Hawkfish
1x Royal Gramma
1x Green wrasse
1x Chromis
1x Firefish
1x Goby

And down the road 1x Mandarin

Youve got a few things that are usually kept in pairs or more, i.e. clowns, chromis, firefish. I don't see any issues though.

Clowns/chromis/firefish should be the fish that are paired, and they should be introduced first. The puffer, angel and hawkfish should be the last few. The rest you could put in inbetween. Doing this you give the shy fish a chance to settle in and a chance to establish territory.

Also, personally i would add a tang or something of that size instead of some other fish, just to give the tank some diversity in terms of size of fish. It generally looks better. Just my opinion.

None of those fish need to be in pairs. In fact, you're more likely to have issues if you do have a clown pair, if they decide to spawn and possibly kill other inhabitants beforehand (pretty rare with Ocellaris though).

I think I prefer a single clownfish, but what would be a good number of chromis? 2? 3? Also is a year long enough to wait with a refugium for the mandarin?

From my experience, chromis tend to kill each other off with time. Having said that, it won't happen too quickly if you keep them in a larger school of an odd number (5+). 2 individuals will either become a pair or kill each other so it's the luck of the draw. With 3 individuals, you'll either get a pair and one that will be killed off or 3 individuals of the same sex, in which case they might all kill each other.

I had 2 blue/green chromis that got along well and tended to stay sort of near each other. One eventually died from illness about 3 years after I got them and the other is still going strong. In general it's recommended to have an odd number though. I got 3 but one didn't last more than a day or two (not bullying, probably had to do with capture methods of chromis).

A year is plenty of time for the mandarin. I just wouldn't get the wrasse right away because they are efficient pod killers and might slow down their population growth.

Could I try a group of royal grammas? And would adding a yellow assessor be too much? I don't want to add a tang as I want to do many small fish

Not quite sure about the Grammas, as I think they might have to be already a bonded pair. I notice you wanted to add a Mandarin down the road. I think that will be a good idea as the Goby and Wrasse will out compete it with Pods, causing the Mandarin to starve, and possible the Goby.
