Algae/Bacteria ID

Hello everyone, I am about two weeks into restarting my tank after ich destroyed it (except for two firefish, yellow polyp, and green star). Lost about $250 in fish...

Anyways, I was hoping someone could Id this for me. I recently purchased a UV sterilizer and am hoping it might take care of this if it is algae but I'm not sure.

you can siphon it out but it will just grow back, takes a few months and it will cycle out

It kind of looks like a combination of both green hair algae and dinoflagellates. If it's just on the one rock though I would take it out and scrub the crap out of it in a bucket of saltwater.
