Algae ID and Removal Help

I started my first saltwater tank back in early September of 2013. The tank is a 20 gallon long with no filter or sump, Just a couple Koralia 425 powerheads and 20 pounds of rock. After cycling I added a pair of ocellaris clowns in late October of 2013 and everything has been great. Only a couple small corals but I want to add more. Due to some family issues I haven't been able to keep up my maintenance as well as I normally have. I have been this outbreak of algae in the attached picture covering a few of my rocks. Is this hair algae? What do I do to get rid of it? I have upped my water changes to 20% twice a week and have tried to remove as much by hand as possible but it's really stuck to the rock. I only have the basic API saltwater test kit but I will order a test kit to test phosphate etc.

Temp: 78
Salinity: 1.025 (tested with BRS refractometer)
PH: 8.2 (tested just after my lights went off and moon led's came on)
Ammonia: 0
Nitrite: 0
Nitrate: 0

it looks like hair algae. set up a sump. run gfo. run a skimmer. grow some macro algae in the sump. do frequent water changes. change out the old bulbs if you're using t5 or MH(leds last longer). and manually remove algae.
