Almost set to start my first tank. Just need lights and a skimmer. Are these okay?

Okay, so I'm almost ready to hit the ground running with my 38 gallon tank that I'm going to be converting to saltwater. It has been a freshwater tank for a long time but now it's finally time to get into the marine world. So, the dimensions of this tank are 36" long x 12" wide x ~20" tall. All I need to finish my setup for now are lights and a skimmer. I found out today that I cannot fit a sump under my stand, so a HoB skimmer must suffice for at least awhile. Also it is probably worth noting that EVENTUALLY (far down the road), I'd like to keep easy to keep corals (no sps).

For a skimmer, I've been reading good things about the Reef Octopus. Would this one/size be okay?

For lights, I'm trying to have a sufficient amount, but I'm also not trying to break the bank. Would these be okay to at least get me started with corals?

Or would I need to go a little bigger? Thanks for all the input guys, literally any bit of info you can give me will be greatly appreciated. This is my first time delving into salt and I don't really know too much as far as equipment goes.
 
Also, are there any comparable skimmers to that one that do not have the pump hanging INSIDE the tank? That seems like a big downside to this skimmer for me.

Is there another skimmer in that price range that is a HoB and is good quality that does not have the pump in the tank?
