They are not available. The closest you'll get is an A. chrysogaster, but those are very few and far between these days.

Regardless of what the exact rules are. Anyone who takes anything for the Seycelles is just wrong. Its a place still untouched. I hope noone ever takes even one of them or anyother thing from there.

check this Aldabra where turtles are the dominant species. I belive it is the most pristine shallow water reef on the planet.

Diego Garcia/British Indian Ocean Territories(BIOT) way to the east is the no fly zone you are thinking of - huge US/UK naval base.
 
I disagree to a point. I think biologists and researchers should be allowed to collect them. My perspective being that with global warming and lowering salinity and increasing acidity of the oceans, the only functioning reefs left in 50 years might well be enclosed in glass. We should be collecting and propagating every species possible.
