I think it would probably work, get 40 or 60 degree optics and mount it reasonably close to the water. Do you have access to a PAR meter? You might be able to kinda guess at what the PAR will be based on the measurements here http://www.reefcentral.com/forums/showthread.php?t=1761942, you'll have half the LEDs so it should be about half the PAR for a given distance.
 
Hmmmm.. I dont really see how the PAR value would be cut in half.

He was using 2x the bulbs to light up 2x the area.. I am only needing to light up a roughly 12''x12'' area.
 
He has the LEDs very close together and using fairly tight optics so there is a big additive effect there. Those lights are pretty much like spotlights. It may not be half but you will see a bit of a reduction in par at a given distance. That being said I still think you should be able to get decently high numbers in a 12X12 area.
