Anemone minimum lighting reqs

Pretty simple one here. I am setting up a 38 gallon tank. So looking to get 3 foot T5 fixture on the cheap. Trying to determine if 150 or so watts of T5's would be sufficient for several BTA's.

I currently have two GBTA's in the SPS tank under 850 watts of light, so one can imagine how my concept of acceptable light is a bit skewed.

I'm not sure what the wattage is but my friend has a 4 foot T5 Tek light fixture over his tank and he has kept BTA's and corals for years. How many bulbs in the 3 foot fixture that you are going to use?
 
If I keep it on the cheap side, it would b 4 x 39 watts, else it would be 6 x 39 on the, still cheap but not super cheap, side of the house.

Just the Nova fixtures, cheap and simple.
