From looking at the picture, I would say that it is bleached. I know of no photosynthetic anemones that are white.
You would be surprised how long they can live like that.

IMO, yes it is, just not as bad as the other one.

I read about that you plan on upgrading your lighting, the sooner the better. In the mean time I would target fed them. Perhaps some frozen krill or sliversides. I would start off at once a week, than after a month, increase that. Make sure that the portions you give them aren't too big.

Once you do upgrade your lighting, or at least know what exactly your are getting, make sure you acclimate them to the new lighting.
