Another avatar question

Hey guys. Where do you go to downsize a picture to make it 150 x 150 pixels? The picture I've got is in the thousands.

Any image manipulation software. Try Irfan View, a good, free app.

I got the pixel size down but now it says it's too many bytes. Is there a common task I should look for to change this?
