Another Cyano Thread...

This is after a 10% water change on Saturday and reduced lights since Sunday. I also did 3 days no lights last month and it came back. The tank is now 6 months old, 5 since the cycle completed. What more can I do? It only ever seems to start on the sand bed and then creep onto the rocks and glass.
 
Used chemiclean as a last resort and it cleared it up for me. Hasn't been too long so I can't speak on the longevity of the fix.
 
What does chemiclean do exactly? Won't the cyanobacteria just come back if any underlying issues I may have in my system remain unchanged?

I don't currently have a phosphates test kit, should I be testing for it or is the fact that there is cyanobacteria in the tank proof enough I have high levels of them?
