I was stationed out there for a couple years, but before I was into reefing so I'm not familiar with your climate issues. I'd check out your local clubs, which will likely have better traffic for your question.
If you ever find yourself in San Onofre II housing area, please shoot me a pic of 1115D De La Garza. That's the old pad that had a great view of the coast, and may have a stray tarantula story to go with it.

Tank is in La Habra, CA was in Pensacola, FL before that.
If you can find any reefing clubs in the OC or North San Diego Country area I'd love to hear about it. I found two on facebook, messaged them, and have heard no response - I'm assuming because the clubs died.
Anyways, as for the chiller, IME a chiller is not necessary if the temperature of the room the tank is in is kept at a reasonable temperature and there is air movement over the tank.
Granted, if one has sensitive livestock, this won't work. The only corals I have are softies, so they can tolerate a temperature swing.
Many reefers seem to forget the ocean does actually change temperature, season pending.
